This was confirmed by Fourzerotwo today in a live interview. IW are implementing IW.net which is basically their own STEAM (and it works in conjunction with it). Dedicated servers are scrapped & everythign will be run through IW now. In addition, it's likely there will be no modding and maps possible. Their new policy is bent on controlling the PC gamer as much as possible - PC players are now completely reliant on IWnet for everything which is basically DRM. Basically it seems PC gamers will lose all choices when playing, not even being able to choose which game they join, or where. The "where" itself is quite an issue since a vast group of gamers have objected that this will give an unfair advantage to American players since that's where the servers are located (which is kind of a mystery IMO because America has one of the worst internet connectivities on the planet, making those servers rather crap). Also, no custom content is generally possible with centrally-controlled games, so it's likely modding and mapping will be impossible. In addition, it will not be possible to pick who you play with, because IWnet selects players of your own rank to play against and you can't do anything about it.
